Ok, in the interest of discussion...
(1) The kid should have stopped. Period. The cop would never have had to make the choice to pursue him (and growing increasingly...animated? angry? committed?) if he had simply stopped.
(2) It looks like the kid went down before the car ran over him. That suggests he either was tasered down or he layed down (think motorcycle) the bike rather then getting right-hooked by the patrol car.
(3) This video highlights the problem with tasers. They seem to be the end-all-be-all for many officers. Don't get me wrong, less than lethal force provided by tasers is definitely better than the old binary system of lethal force (gun) v. non-lethal force (night stick?). They have also probably saved countless officers' lives by creating distance between themselves and a combative suspect. However, it seems that tasers are now the non-lethal force of choice and that they are used with increasing and alarming frequency.
(4) The video also highlights the danger of multi-ton motor vehicles v. vulnerable road users. By "vulnerable road users", I do not mean fleeing suspects. There is a reason that many police departments and even entire states (Florida?) do not chase motorcycles - it's simply too dangerous to everyone involved.

I definitely agree there are some problems with the use of tasers to stop suspects. Nightsticks are of use in other countries but wouldn't have worked really well in this situation.
If he had used a air gun with bean bags or rubber pellets we would probably be talking about a kid who was knocked off a bike by a bean bag/rubber pellet and then cracked his skull on the pavement after falling off the bike.

Accident. And it cant be compared to a teen texting, the cop was in pursuit of a cyclist trying to flee. For all we know that kid stole that bike to try and get away. Why was the kid being chased for anyhow? How do you expect the cop to have stoped him????
You run from the cops, expect to get popped. The death is unfortunate, but if he hadn't been running, he would be alive now.
